I attach a copy, received today by air
mail without covering letter, of the Report of the
Committee appointed by the Chancellor to propose
plans for the development of the University so
that it may provide a British University education
for students from China, and become "a common
focal point for British and Chinese cultures".
The Chancellor, in his speech reported in Chapter
1, expresses his desire that the Vice Chancellor
should discuss these proposals in London during the
next long vacation, and it has already been decided
here that Dr. Sloss' views should be ascertained
prior to possible discussion with the Foreign Office
and British Council of the whole question of finan-
cial support from home for the development of the
University as a British cultural centre in the Far
East. It may be assumed that the Governor will
submit this Report to the Secretary of State with
a covering despatch. But I send this copy over
in case there may be some delay in receipt of that
despatch. You may like to have time to consider
it before the arrival of Dr. Sloss in London late
in June, or early in July.
I shall be glad to have an opportunity of
detailed study of the Report before Dr. Sloss
arrives. At present, and after a necessarily
hasty survey of the contents, I would like to note
only two points.
The Committee's proposals for improving

ment of Education ought, in my opinion, to be carried
