I have laid before the Lords Commissioners of His

Majesty's Treasury Mr. Blaxter's letter of 28th November,

1939 (53593/39) enclosing a copy of a telegram from the

Governor of Hong Kong on the subject of the issue of the

balance of the loan authorised by the Hong Kong Dollar

Loan Ordinance No.11 of 1934.

As the Secretary of State will be aware, issues

of capital in the United Kingdom require the consent of the

Treasury under Regulation 6 of the Defence (Finance)

Regulations, 1939.

The purpose of the control exercised

by the Treasury under that particular Regulation is to
