I have the honour to acknowledge the receipt of
your despatch No.389 of 11th November, 1938, regarding the
writing off of arrears of revenue on the authority of officers
other than the Colonial Secretary, and to inform you that in
anticipation of your approval the Director of Medical Services
has been authorised to remit hospital fees, subject to a limit
of $200 in any individual case, as suggested in the second
paragraph of your despatch, and provided that remission is
only made by him on compassionate grounds; other cases, e.g.,
failures to recover fees actually due will be submitted to
the Financial Secretary.
There
2. I agree that the power of remission formerly
exercised by the Colonial Treasurer should now vest in the
Financial Secretary and not in the Accountant-General.
are, however, many refunds of a purely routine nature made
under the authority of Ordinances, Regulations or standing instructions and it is not considered necessary that these should be referred to the Financial Secretary. Accordingly
except in cases where a particular officer is specifically
authorized to make such refund by Ordinance or Regulation,
THE RIGHT HONOURABLE
MALCOLM MACDONALD, M.P.,
