there has been no link between the fee collected in each case

Duplicate Identity Cards as required by the Registra-

tion Ordinance.

Where a card has been lost and when the Commissioner

of Police is satisfied as to the genuineness of the loss no fee is charged, in other cases the usual fee of $5 is charged.

The cases where a fee is collected are very few.

It is essential that a Register be kept showing

details of all cases where a fee for official signature is

collected. This register should shew the receipt numbers for

fees collected and be initialled or signed by the officer who

signs the permits or other Documents upon which the fee accrues.

General Comments.

9. It appeared to me essential that such departmental

checks that may exist should be strengthened. For example the

officer signing a passport or other document should not do so

until he has initialled or signed the entry in the appropriate

Register and has seen the receipt for the fee to which it relates.

10. The institution of application forms and Registers

recording particulars of all endorsements made on passports

including "Hong Kong Residential" Endorsements should be

prepared.

Application forms should be available for the various

classes of Certificates issued where such are at present non

existent.

All applications Forms and Registers should bear

reference to the duplicate receipt number upon which the fee

has been collected, and also the duplicate receipt should quote

the Registered number of the application form.

It is essential that the Passport Office be furnished

with detailed list of those classes of individuals who are
