basis, and to provide facilities for proper check and

control to be exercised over the collection of revenue at

the Passport Office, the following action is recommended.

Registers should be maintained in respect of

(i)

each class of revenue collected, and every

entry in them should be given a consecutive

number, which would coincide with the number

of the relative application form (if any).

(ii) The printed number of the receipt issued for

any fee collected should be entered in the

Register, while the consecutive number of the

application form, etc. (which will be the same

as that recorded in the Register) should be

quoted on the receipt issued.

Adequate cross

references will therefore be provided.

(iii) The officer authorized to sign the Passport

or other document should not do so until he

had signed or initialled the entry in the

appropriate Register and seen the receipt to

which it relates.

This is especially important in cases where

no application Form exists, such as Official Signatures

and the like.

The recommendations are in accordance with the

suggestions made in the attached report with which I

accordingly concur.

With regard to paragraph 12 of the report

Government Circular No.18 of 1st February, 1939, covers

the second point raised, but a ruling would appear to be

required as to the classes of persons to whom Passports

etc. may be issued without charge. There appears to

have been little uniformity in this matter in the past.

It also appears necessary to take steps to

ensure that all the Chinese staff who have financial
