other collections the amount could probably be
assessed as being not less than $1,100.00.

19 Receipts had been issued in respect of Visa
applications the forms for which are missing.
amount represented by these receipts is $203.26.

With regard to item (c) it is possible that some
if not all, of these receipts relate to certain of the
missing forms referred to in (b). The whole sum could
therefore in the absence of further information reasonably
be set off against the $1,100 mentioned above, but even if
full credit is allowed there would still remain a substantial
balance unaccounted for.

It is not however possible to set off any item
under (c) against the deficiencies recorded under (a).
There is no connection whatever between them, as the names
of the persons are known in every instance.

In paragraph 4 of the attached report, the
Assistant Auditor states that it was customary for Visa
Application Forms to be numbered before all the necessary
formalities had been complied with. If this is the case
it is possible that a number of the forms were never
completed and returned and that the visas originally applied
for were not obtained. This would account for some, at
least, of the missing forms referred to in paragraph 4 (b).
The fact however remains that the amount referred
to in paragraph 4 (a) remains unaffected and must be
regarded as a clear loss of revenue.

Passports. The report, and Enclosure II, also
reveals a shortage of at least 28 Passport Forms represent
