Railway administrations should not
be exposed to the publicity resulting
from the discussion of supplementary
votes. Having regard to this consideration,
I approve the opening of the proposed
special Suspense Account with a maximum
balance of $20,000 subject to reconsideration
when more settled conditions obtain.
