Tokyo, May 1, 1939. WITH reference to my despatch No. 198 E. of the 15th March I have the honour to enclose herewith a summary of the Japanese budgets for the financial year 1939-40, which were passed by the Diet in March.
2. Total revenue and total expenditure in the main and two supplementary budgets in the general account, together with revenue and expenditure in the supplementary account for emergency war expenditure, balance at 8,874 million Loans authorised amount to 5,652 million yen, with an additional 273 million yen in the special accounts.

3. In the financial year 1938-39 total revenue and total expenditure in the budgets of the general account, together with revenue and expenditure in the budget of the supplementary account for emergency war expenditure, were 8,121 and 8,082 million yen, respectively. Loans authorised amounted to 5,462 million yen, with an additional 166 million yen in the special accounts.
