I have the honour to refer to my despatch
No. 93 of 9th February, 1939, and previous
correspondence on the subject of financial arrangements with the Tung Wah group of hospitals.

Considerable delay was experienced in the
preparation of a budget for the hospitals for 1939.
Estimates, when finally submitted by the Medical
Committee, showed total estimated expenditure of $827,741, being $786,895 for medical work and $40,846 for charitable work including certain administration
expenses. A copy of these Estimates is enclosed.
The total income inclusive of the annual
Government grant of $121,000 was estimated at $427,100. The total estimated expenditure showed an increase over 1938 of $229,773, the increase being due partly to the continued increase in the work which these hospitals are called upon to undertake and partly to the higher standard of maintenance and supervision which the Medical Committee aimed at establishing. Special expenditure of approximately $80,000 on new equipment, alteration to buildings, etc. was included.
