25th January, 1939.
With reference to my secret telegram to the
Secretary of State for the Colonies No. 355 dated 2nd
December, 1938, (copy to Your Excellency numbered 221),
regarding the attitude to be adopted by this Government
towards future applications by Hong Kong agents of the
Chinese Government for permission to export munitions
to South Kwangtung by lorry and coastal vessels, I have
the honour to forward for your information a copy of
a secret telegram containing the Secretary of State's
instructions in this matter.
2.
I have accordingly decided in future to
confine permission for the export of munitions from
this Colony to China to consignments proceeding direct
by sea to Treaty Ports only.
