Dear Ackley. Clarke,

With reference to your letter to Galsworthy

of the 7th October (F.10734/28/10) relating to the

shipment of arms from the United States to the

Shanghai Municipal Police, to Thailand and to the

Government of Liberia, we have no objection to an

assurance being given to the United States Embassy

in terms similar to that given in your letter to the

Counsellor of the United States Embassy of the

23rd September in respect of shipments to the

Chinese Government.

We are informing the Governors of Hong Kong

and the Straits Settlements as regards the Shanghai

Police and Thailand and the Governor of Sierra Leone

as regards Liberia.
