sir,
I have the honour to refer to my secret
telegram No. 208 of the 16th September relating to the
transmission of arms and materials from the United
States to the Chinese Government, and to inform you that
an assurance similar to that mentioned therein is being
given to the United States Government that nothing
will be done to impede the shipment of arms to the
Shanghai Municipal Folice and to Thailand.

I am informed that the United States Department
of State is occasionally requested to issue licences
authorising the shipment of small quantities of small
arms and small arms a:munition to the Shanghai
International Settlement municipal police for its own
use, and that such shipments are frequently routed via
Hong Kong.
