Dear Johnson,
With reference to your letter of the 2nd October to
Ronald, I am writing to assure you that His Majesty's
Government will not detain or interfere with shipments of
arms from the United States of America to the Liberian
Government, Thailand and the Shanghai International Settlement
municipal police.
This assurance is subject to the same proviso as
mentioned in my letter to you of the 23rd September regarding
shipments of arms and material for the Chinese Government
exported from the United States, namely that the papers of
the ships in which these goods are carried should clearly
indicate the destination of the goods.
