With reference to your letter of the

31st May, F 4969/28/10, I am directed by

Mr. Secretary MacDonald to transmit to you, to be laid before Viscount Halifax, the accompanying copy of a telegram from the Governor of Hong Kong regarding an application which has been made by the Japanese Consul General for permission to buy a quantity of firearms in the Colony for the use of the Japanese

police force at Canton. The Secretary of State

would be glad if he could be furnished as early as possible with Lord Halifax's observations upon the

matter.

2. I am to ask that copies of the Tokyo and Shanghai telegrams referred to in the enclosed telegram may be forwarded to this Department with your reply

if they are available in the Foreign Office.
