After some negotiation with the Foreign
office e telegram was sent to Hong Kong at
44 on 53548/36 requesting the Governor to issue
instructions with a view to restricting future
exports of raw materials to the Government of
Macao or its accredited agents.
The proposal put forward by the Hong
Kong agents of the Chinese Military Administration
is that the Hong Kong Government should allow the
wat
export of a material to Macao without insisting
upon the production of any formal authorisation
from the Macao Government or its accredited
representatives.
Apart from the fact that this
would be directly contrary to the instructions
referred to above, the practice might well prove
dangerous to Hong Kong. The Japanese have
not troubled to maintain any land communications
in Kwang tung from Canton to Bias Bay, and their
only
