with the existing salary scales.

If the suggested scale meets with your approval I propose to apply it to existing officers in the following
manner:
Men on the maximum of the lance sergeant scale, who have at least eight years' service, will proceed at once to £290. Men with six or seven years' service will proceed to £270 and £280 respectively. Men in the police sergeant grade will advance to that point in the scale which corresponds to their length of service since promotion to police sergeant.

The petitioners urge strongly that some adjustment of the anomalies of which they complain should be made before the beginning of 1940. I consider that, if the justice of their claims is acknowledged, it would be improper to delay redress, and I propose, subject to your approval, to allow the new scale to take effect as from 1st July, 1939. The extra provision necessary for the current year will amount to approximately $32,000. It is anticipated that savings under Personal Emoluments of the Police Department will be available to cover this increase.

The Finance Committee of the Legislative Council is, with one dissentient, in agreement with the proposals outlined above.
