The application of the proposed scale to

serving officers is described in paragraph 4, and

seems perfectly reasonable.

The present salaries of the Hong Kong Police

are low by comparison with those of other Departments

in Hong Kong. I am not sure how far it is correct

to compare European Police officers in Hong Kong

with their corresponding numbers in the Straits

since the lowest European rank in the Straits Police

is that of Inspector at a commencing salary of £385

per annum. The discrepancy between this salary and

that of £190 in Hong Kong is so great that it looks

very much as though the Straits officers must be

of a somewhat higher grade, in spite of the assertion

in paragraph 6 of the petition.

In any case I do not think that we need

hesitate to approve the Governor's recommendations,

nor his suggestion that the new salary should come

into force with effect from 1.7.39.
