Dear Young,
I enclose a copy of a despatch from the
Governor of Hong Kong regarding a proposal to establish
in the Colony a branch of the Provincial Bank of
Fukien.
We are not quite clear as to the precise nature of the Governor's difficulty and with your
knowledge of Hong Kong and its banking activities we
venture to consult you about it. One would have
thought that this Bank is either an ordinary Bank
which must be registered and could sue or be sued in
and in that case there would be no
