I have consulted J. L. Fisher about your letter of 19th October (53955/38) enclosing a copy of a despatch from the Governor of Hong Kong about the setting up of a branch of the Provincial Bank of Fukien in the Colony;
this answer incorporates his views as well as mine.
I can well understand the reluctance of the
and
Colonial Government, now that they are seeking to bring under more effective control banking operations in Hong Kong, to
admitting a branch bank which would not be subject to their jurisdiction (but would undoubtedly claim their protection if occasion arose).
I therefore think it not unreasonable that the
Hong Kong Government should answer that the Provincial
Bank of Fukien must, if it wishes to do business in
Hong Kong, do so by setting up a Company amenable to the
laws of Hong Kong, but I suggest that you consult the
