My dear Cowell,
Many thanks for your letter 53952/38
of October 18th about the celebration of the centenary
of Hong Kong.
The only aspect of the matter which calls
for any haste is, of course, the question whether
His Majesty will be good enough to approve the suggestion
that the central point of the centenary ceremonies should
be the unveiling of his statue. I have no idea how
long it would take for such a work to be executed, more
especially when regard is had to the immense demands
upon the King's time; but apart from the time required
for the actual sculpture work there is the choice of the
sculptor, the arrangement of the contract and ultimately
the transportation and erection of the statue. In
view of these points and in order to avoid any danger
