With reference to previous correspondence

ending with my confidential despatch dated 15th

September, 1938, regarding the payment of pensions to

retired officers living in India at the current rate of

exchange between Hong Kong and India instead of at the privileged rate of Hong Kong $100 Rupees 112 which

has been in force since 1930, I have the honour to

forward herewith for your consideration a petition

submitted by the Indian officers of the Police

Department.

With regard to their request that an allowance for quarters should be imiuded for the purpose of

computing their pensions, I would observe that they are in the same position as all other Police Officers below

the rank of Assistant Superintendent of Police, including

those of European race. This question was fully

discussed in 1933 when the revision of the Police

Pension Regulations was under consideration and the

omission of the allowance for quarters was deliberate. It was suggested at that time that no allowance should be added to salary in respect of officers whose normal
