The F.0. objected to the use of the word

"neutrality" in the Governor's telegram at 1 on

the ground that as there was no legal state of war

between China and Japan the question of neutrality

did not arise, however much it might be desirable

in practice for Hong Kong to maintain a neutral

position. They suggested that in similar cases

the formula should be used of "actions likely to

injure the good relations between friendly states."
