The position seems to be that since
the Japanese intend that all mail to g
& from
Canton shall be sent temporarily in Sapause
naval transports via Formosa, the Consul Genral at Canton & the for. H.K. have come to an
ananjament wherely mail for the Canton Consulate- Jeural is to be addressed to H.K., whena it
will be forwarded to Canton by gunboat.
In
due course we shall pusurably receive from the Sov. the Consul ben.'s reply to (3).
