In returning a verdict of accidental death the

Jury added a rider to the effect that all cold storage

plants in the Colony should be brought within the scope

No of the provisions of the Factories and Workshops Ordinance,

(Ordinance No. 18 of 1937), to ensure adequate Government

supervision and control.

I am in agreement with the principle of this

recommendation but have difficulty in deciding how to put

it into practice owing to the fact that there is not

available in Hong Kong any literature on the subject to

serve as a model for draft regulations and that none of

the technical officers of this Government is experienced

in the supervision of refrigerating plants. I should be

grateful, therefore, if I might be supplied with copies

of any legislation on the lines of factory legislation

dealing with this subject which may have been enacted in

the United Kingdom or in the Colonial dependencies and

also with any recommendations which may have been made by

the International Labour Office at Geneva.
