DEATH OF A MEMBER.

Mr. Speaker made the following com- munication to the House:

I regret to have to inform the House of the death of the right hon. Lord Stanley, late Member for the county of Lancaster (Fylde Division), and we desire to express our sense of the loss we have sustained, and our sympathy with the relatives.

BRITISH ARMY.

TERRITORIAL ARMY (STRENGTH),

1. Mr. Day asked the Secretary of State for War the deficit on the recruiting establishment for the Territorial Army as at the last convenient date; and in what way is it proposed to increase the pro- ficiency bounty and/or extend the marriage allowances for married men who attend camp?

The Secretary of State for War (Mr. Hore-Belisha): On 1st October the Terri- torial Army was deficient of 144 officers and 14,874 other ranks, compared with 1,359 officers and 44,824 other ranks on the corresponding date last year. Married men of the Territorial Army who attended camp this year or were called out during the crisis received for the first time the benefit of the new scheme of family allow- ance promulgated in April last. No change has been made in the proficiency grant.

Mr. Day: As a stimulus to recruiting, will the right hon. Gentleman make an early statement as to what the Govern- ment propose to do to improve service conditions?
