It is understood that some misapprehension has arisen
in Hong Kong as a result of publication of distorted version of
Prime Minister's observations in House of Commons 1st November
about opportunities for British capital in reconstruction of
China when hostilities cease, My immediately following telegram
gives for such use as you may consider advisable text of Prime
Minister's remarks.
