I enclose copies of the three petitions
to the Hong Kong Government from the graduate mistresses
since 1932, and the Government replies.
I have also heard from Hong Kong that the Government
has now definitely decided on the new scale of salaries for
women teachers, and as the letter from the Colonial Secretary of IIth July 1938 states, 'His Excellency, the Governor
proposes to recommend to the Secretary of State for the
Colonies the salary scales for European mistresses set out

varies slightly from the scale originally proposed which I

This is an improvement on the scale adopted by the
Government in 1937, but a greater blow has befallen us in
that the four senior posts for women teachers at a salary
of £750 per annum have been abolished, and now all that the
women holding these posts are to get is £40 added to their
present salary on the time scale. The post of headmistress
of Belilios Public School is therefore the only post left
to women which carries a special salary, and that salary
