despatch No.718 of the 26th of
September regarding the Kowloom
Golf Club.

In view of the
circumstances explained in your
despatch, I am prepared to agree
to the proposal in your despatch
(1)
No.492 of the 20th of June for the
expenditure of a sum not exceeding
$50,000 for the purposes and on the
terms set out in the enclosure to
that despatch, subject to the
consent of the Legislative Council
also being obtained.

it desirable that in return for this
assistance from public funds the Club
should agree to introduce no
substantial alterations of their
rules, without the Governor's consent,
in such matters as the exclusion from
membership of any class of the
