"Certificated Teacher" is a graduate of a
Government Normal School; or one who has qualifications
which, in the opinion of the Director, are practically
equivalent.
"Student Teacher" is one who is studying at the
Teachers' Classes of the Evening Institute or any similar
class approved by the Director.
"Passed Student Teacher" is one who has passed
the final examination of the Institute; or has qualificat-
ions which, in the opinion of the Director, are
practically equivalent.
(7) SUSPENSORY CLAUSE.
17. In any case where, by reason of the lack of
qualified teachers on its staff at the date of the
introduction of this Code, a school becomes eligible on
its introduction for a lesser subsidy than it was receiving immediately before its introduction the operation of the Code is suspended for a period of five years to admit of its making good the deficiency:
Provided that in the case of any school taking
advantage of this clause, a deduction is made from the subsidy otherwise payable at the rate of $12 a year for
each unit, if any, by which the average attendance is
from time to time ascertained to fall short of the
average attendance at the date of the introduction of
this Code.
18.
(8) SAVING CLAUSE.
There shall be no obligation on the Government
to make, continue or renew any grant or subsidy.
