(iv) The basic figure for additional grant is

The classification of districts for this purpose rests in the absolute discretion of the Director of Education.

8.

All grants are earned quarterly and paid in

arrears after such interval is may be needed to receive

and collect any necessary returns and reports and reach

conclusions thereon.

9. All Capitation Grants are paid on average

attendance.

10. The grade of grant to which any school is

eligible is determined by the Director having regard to

the observed quality of the teaching which it gives.

Provided that no school may be placed in any

of the various grade rless it has the proportion of

"certificated" or "passed student" teachers set out below,

the remainder of

"student teachers".

First Grade

off in each case consisting of

Three-fourths.

Two-thirds.

Second Grade

Third Grade

One-half.

Fourth Grade

One-third,

11.

Building Grants.

With a view to encouraging the erection of

buildings specifically designed for school purposes and

in particular for lower elementary schools assistance

from public funds may be given towards such undertakings

on the conditions following:-

(i) Building grants are payable only to Correspond-

ents who can claim least one primary vernacular school

in the Colony in respect of which they have received
