Mr. Gent.

The Advisory Education Committee, in its

memorandum on educational grants in aid, 1933,

(attached for reference) definitely recommends that

grants in aid to educational institutions should be

assessed not on attendance but on expenditure on

salaries (see paragraphs 10-16 on pp. 9-11. In

view of paragraph 2 of the Governor's despatch, in

which he definitely asks for the opinion of the

Secretary of State, I think it would be reasonable,

and in fact desirable, to draw the Governor's

attention to these paragraphs, quoting the despatch

of the Secretary of State in which he communicated

the memorandum for the favourable consideration of

the dependencies, and saying that while the

Secretary of State has no doubt that there were

special local reasons for departure from the prin-

ciples recommended by the Advisory Education Com-

mittee, he will be glad to know what those reasons

are before he circulates the code to the Advisory
