With reference to your letter No.53922/38 of the
8th November, I am directed by Viscount Halifax to inform you that on the assumption that the Chinese Invoice Officer at Hong Kong will receive proper authority from the Chinese Government to issue Chinese passports, there would, prima facie, be no objection, on the part of this Department, to recognising such passports for the purpose of the issue of visas
for travel to the United Kingdom.
2. The matter is, however, one which primarily affects
the Home Office to whom copies of this correspondence have accordingly been sent, and I am to suggest that the observations of that Department should be obtained before any instructions
are issued to the Governor of Hong Kong.
3. I am to enclose copies of two telegrams which have been received from His Majesty's Embassy at Shanghai asking
for an early reply.
