Fall of Hankow and Canton has made it virtually impos-

sible for Chinese in Shanghai to secure Chinese passports

or renew expiring documents resulting in great inconvenience

to British subjects who wish their Chinese servants,

particularly amahs, to accompany them on home leave.

In

such case may I issue special travel documents similar to

that granted by Hongkong authorities?
