I am directed by Viscount Halifax to transmit
herewith to be laid before the Secretary of State for the
Home Department a copy of a teleram from His Majesty's
Consul-General at Shanghai regarding the grant of travel
facilities for Chinese nationals who are unable to obtain
passports in China, and invite reference to the Home Office
letter No.Gen.18/1^/2 of the 11th December, 1937 on which
was based the tele ram referred to in the enclosure to this
letter.
2. In requesting that Lord Halifax may be furnished
with the observations of Sir Samuel Hoare as to the reply
which should be sent to His Majesty's Consul-General I am to
invite attention to the proposal of the Chinese Government to
authorize the Chinese Invoice Officer in hong Kong to issue
Chinese passports. A copy of correspondence with the Colonial
Office on this latter subject was sent to your department
to-day.
3. A copy of this letter is being sent to the Colonial
office.
