sir,

With reference to your letter (T 14419/742/378) of the

17th instant regarding the grant of travel facilities for

Chinese nationals who are unable to obtain passports in China,

I am directed by Secretary Sir Samuel Hoare to say, for the

information of Viscount Halifax, that he does not, in the

special circumstances at present obtaining, wish to offer

objection to the grant of facilities to Chinese sorvanta

accompanying their British employers who are proceeding to the

United Kingdom on leave provided that H.M. Consul General

is satisfied in each case that the employer does in fact

intend to return to China and accepts full responsibility

for his servant's return.

Sir Samuel Hoare is of the opinion that the proposal, that

the Chinese Invoice officer in Hong Kong should be empowered

to issue passports to Chinese nationals, should not be

agreed to.
