An official despatch No.290 of the
6th of April has recently gone on the subject
-
of a project which I am sure you will welcome,
that is the creation of a statistical organization
here. It is proposed to second a Cadet officer
Kelvin Stark for a few months to study statistics
particularly Government statistics. Kelvin Stark
has gone on leave via Canada and expects to reach
London in the latter part of July. I have asked
him to call on you as soon as he arrives in order
to discuss his exact programme of work and the
object of this is to serve as an introduction for
him.
He has been under me ever since my
arrival in charge of Estate Duty work and later
various other oddments of Inland Revenue and has
also given general assistance on various
particular questions including salary revision and
the note issue. I have no doubt that he is
temperamentally the right sort of man for statist-
ical work. He has already done several very
useful small jobs of a semi-statistical nature for
me and clearly has a natural interest in playing
