Mr. Kelvin-Stark's proposal to report on
the 14th of October seems a little late, but since
he has until April for his period of study I think
we need raise no objection.

As far as his return passage is concerned,
his ordinary leave ends on the 5th of December.
has been granted four months' study leave, and would
therefore be due to return on or about the 5th of
April. His present proposal to return on the 13th
of that month scarcely accords with the adoption of
the practice which we have recently suggested to
Hong Kong, and it would perhaps be best to reply, as
far as this point is concerned, that with the addition
of four months' study leave he will be due to return
to Hong Kong on the 6th of April, and ask whether he
wishes to apply for an extension of leave, in which
case it would be referred to the Governor, or whether
the C.A. may be instructed to book his passage about
that da

As far as the books are concerned, Mr.
Kelvin Stark was authorised to spend up to £10, and
the C.A. may be instructed to refund the appropriate
amount.
