the strict terms of the lease the Club are not entitled
to expect any such payment. This sum is based on this
Government's valuation of the buildings as they stand.
This offer is acceptable to the Yacht Club.

I have the honour therefore to request
your approval for the payment to the Royal Hong Kong
Yacht Club of the sum of $30,000 on the grounds outlined
above, and in order to avoid further delay in a transaction
that will be beneficial alike to the Club in question and
to this Government.
