Both Admiralty and Foreign Office agree on this point.

The risk of a serious

incident in a case seems to me considerable,

though when I spoke to Mr. Henderson over the

phone he was inclined to take a less serious

view.

As the Governor of Hong Kong appears to

have no legal powers in this matter, and as in any

case it is desirable" that these boats should reach

Canton by the best possible route, all we can do is

to ask if the Governor has any information as to the

route by which they are to be sent. If it is

intended that they should be sent on to Canton by

rail this would, I think, solve most of our

difficulties, and it might be desirable to convey

a hint to that effect.
