The inception of the first part of the scheme has received the approval of Finance Committee of the Legislative Council and I have given instructions that work shall be started on the preparation of the site at Magazine Gap and on the plans for the new building; these will be submitted to you in due course. In doing so I assumed that the approval of the first part of the scheme, which was given six years ago, still held good. Nevertheless I considered it proper that you should be informed as to the recent developments concerning this matter before going further with the project. I trust that my course of action in this matter will have your
concurrence.
