the assessed contribution on a life

basis of all wasting assets less the

provision made under Special Expenditure

for actual renewals, any temporary

excess of the latter being adjusted the

following year,

Colony's surplus until the arrears of

contributions have been made good,

the

sums voted to be carried to a Railway

Renewals Fund Reserve Account in the

Colony's statement of Assets and

Liabilities, and a roughly corresponding

sum to be invested separately, the

interest and any appreciation or

depreciation being accounted for as if

the investments had been made on account

of surplus funds.
