Re Captain Reynolds from Hong Kong.
This man was embarked at Hong Kong with a Government
passage and Sergeant Hughes of the Police, was engaged to look
after him during the voyage.
I attach copies of correspondence.
After leaving
Hong Kong I found that no papers giving particulars regarding
him, had been sent on board and I sent a radio to the Hon.
D.M.S. asking for them to be posted to me at Bombay. The
attached letter signed by Dr. Smalley, Acting Deputy D.M.S.
was received in reply.
It is not an official document and I have declined
to pay away any of Capt. Reynolds' money without proper authority.
Captain Reynolds is suffering from senile debility
and is not in my opinion fit to deal with the matter and in any
case £15 taken from his funds would leave him destitute.

How Captain/will be disposed of on arrival in London,
I do not yet know.
Sergeant Hughes has performed his duties very
satisfactorily and I recommend that he should be paid the fee,
which he was apparently promised officially.
