Your telegram ilo.193. I am advised by the
Commander-in-Chief and the General Officer Commanding that
it is in their opinion important that Registration of
Persons Bill should be through and put into force as early
as possible. I propose therefore to proceed with the
Bill at the next meeting of the Legislative Council
early in November.
