Mr. Hillyer does not possess a Master Mariner's Certificate, but I consider nevertheless that he is the most suitable candidate for the post. I understand moreover that in Great Britain and elsewhere posts of this nature are not usually filled by possessors of such a qualification. I propose however, to fill the post of Assistant Shipping Master, which will be vacant on Mr. Hillyer's promotion,

by the appointment of a certificated Master Mariner, and this may go some way towards meeting the objections of the Guild.
