I have the honour to inform you that a vacancy

will occur in the Post of Deputy Shipping Master, Mercantile

Marine Office, Harbour Department, at the end of the present

year on the expiration of the leave prior to retirement of

the present holder, Mr. G.W. Coysh. The salary attached to

the post is £525 rising by annual increments of £25 to £675

per annum.

I propose in due course, subject to your covering

approval, to appoint Mr. W. R. Hillyer Chief Junk Inspector,

Harbour Department, to fill the vacancy. Mr. Hillyer is at

present acting in the post of Assistant Shipping Master which

is referred to in correspondence ending with the despatch of 4 on 33797/Sir. P. Cunliffe-Lister (now Viscount Swinton) No.209 of the Enclosure No.1 24th of May, 1934, and copy of Mr. Hillyer's service record

is attached. He is reported on as being an exceptionally

efficient officer, and to have carried out his duties as

Enclosure No.2

Acting Assistant Shipping Master extremely well.

Representations have however been made to me by

the China Coast Officers' Guild that it is essential that

the holder of a Master Mariner's Certificate should be

appointed to the post of Deputy Shipping Master, and I

enclose for your information a copy of a letter from the

Secretary of the Guild on the subject. No trace of the

assurance mentioned in paragraph 2 of the Secretary's letter

has been found and in reply I am causing the Guild to be

informed merely that their representations will have the

fullest possible consideration.
