3.
As regards extensions to suit private affairs,
it is felt that such extensions are sometimes granted in circumstances which are not really very pressing; and the
additional days free from duty with half-pay (which has customarily been awarded) represent over-generous treatment,
which may be unfair to officers awaiting relief or casual
leave in the Colony. It is considered that such extensions
should be debited to the officer, and, though in the case of
officers serving under the present leave rules it may give
rise to the anomaly of debiting half-pay leave in a full-pay lewe
account, it is felt that the officer for his part should
concede something in return for an unearned advance of leave
outside the ordinary rules.
4. I should accordingly be glad to receive your sanction
to issue an amendment to General Orders as in the accompanying
draft.
I have the honour to be,
Sir,
Your most obedient. humble servant,
had. Korthern
Governor.
