With reference to previous correspondence
ending with the Earl of Plymouth's despatch Fo.88 of
the 22nd of February, 1934, regarding the question of
extensions of leave. I have the honour to forward herewith
for your consideration a draft of a suggested amendment
of Hong Kong General Order 185 in order to record clearly
the rules to be followed in such cases.
2. It is suggested that the rule allowing up to
fourteen days to suit steamship arrangements should be
modified to reduce the maximum overstay on this account
ordinarily to seven days. Steamers sail at least once a
fortnight and it is considered that, as the tendency is
for the officer to take passage by the next ship, even if
he should only lose a day's leave by taking the previous
one, it would be more equitable to equalize the balance as
between the officer and the Government and require him
to arrive back a maximum of seven days early rather than
more than seven days late. If he did ordinarily and
without special reasons arrive back more than seven days
late, he would receive no pay for such excess over seven
days. An officer would not be penalized in that way for
late arrival due solel to delay in the arrival of a steamer.
