to the Widows' and Orphans' Pension Fund are in effect made at the same privileged rate and that he is therefore

in equity entitled to have any benefit payable under that scheme converted into sterling at the old special rate of

exchange. Subject to your approval I propose therefore

that the old rate of 3/- to the dollar shall, notwithstanding

the rescission of the Legislative Council resolution of 2nd

August, 1902, apply in the conversion of any dollar pensions

payable under the scheme where the contributor has paid contributions since his retirement on a dollar pension

convertible at a privileged rate of exchange.
