of the Foreign Enlistment Act, and presumably, licences issued

in Hong Kong contain the same provision.

If reliance is to

be placed on the Foreign Enlistment Act, all that is necessary

therefore is, if occasion for issuing a licence arises, to

draw special attention to this provision;

if, however, ad

hoc legislation at Hong Kong is to be enacted, the provision

in the licence will have to be amended so as to cover also

this ad hoc legislation. In either case, there is, as already

stated, no power to withhold a licence, if it is pressed for.
