I have the honour to inform you that my
attention has been drawn to certain difficulties
which may arise in connection with the appointment of
senior officers entitled to free quarters under the
new scales of salary. It has not yet been possible
to allocate individual Government quarters to particular offices as was originally contemplated by Sir Andrew Caldecott in his despatch 0.491 of the 19th August,
1936, and I am not satisfied that it would be feasible
to do so. Moreover there are not sufficient quarters
for all senior officers who are entitled to them and

I do not consider it desirable that a less senior officer
who is actually in occupation of Government quarters
should be turned out in order to make room for a more
senior, newly appointed officer, the terms of whose
appointment entitle him to free quarters.

In these circumst nces I should be grateful if
any future offers of appointment to senior posts carrying free quarters y refer to such free quarters
being provided only "if available".
propose also
that if quarters are not available rent allowance should
be payable equal to the maximum rent contemplated by
